re: deck over existing cement slab you would not want to do that, and i am not sure how you would even fasten the decking you will need some type of joist/sleeper. usually when a deck is that low to the ground the hardscape options are always the best, from a durability standpoint.

re: elevated concrete deck i did a concrete deck over a 2 car garage last summer. it had a steel i beam down the center with 2x framing. the speced 3/4 ply, waterproof membrane and then 4' of concrete. don't use the ply. go steel decking and save yourself many many issues. oh and i would want it engineered way to risky to wing it.
re: concrete over deck? david, you are correct. the customer wants a stamped concrete walk to look like stone paving , then continue the same on the steps and porch floor. concrete is about 4000 lbs/cu. yd. so 40 sq ft 4' thick would be about 2000 lbs. deflection is not the issue, i can stiffen it with a couple of pieces of steel. the issues
i have similar project to do at some stage but i dont have much of a drop between the concrete slab and the house. how thin could you go on the battens, for instance if you are screwing 50mm screws, 19mm decking i assume you need at least 35mm tpine for the batterns.
